Scheuren Unveils Constitutional Amendment to Bar Illegal Aliens from Gaining Driver’s Licenses

HARRISBURG – Rep. Donna Scheuren (R-Montgomery) recently held a press conference regarding House Bill 927, which would amend the Pennsylvania Constitution to prohibit the issuance of driver’s licenses to illegal immigrants.

Scheuren was joined by her colleagues, Reps. Jill Cooper (R-Westmoreland) and Martina White (R-Philadelphia), who spoke in support of this legislation. Reps. John Schlegel (R-Lebanon) and Jake Banta (R-Erie) also joined the press conference.

“Clemency should not be given to illegal aliens who have openly flouted our laws and have remained in our Commonwealth without legal residency status. There is a process for legal immigrants to get driver’s licenses through the SAVES Program, and it works well, therefore we should not reward illegal behavior with the privilege of driving freely on our public roadways in Pennsylvania.

“With neighboring states like New Jersey and New York issuing driver's licenses to illegal immigrants, their laws create extreme policy inconsistencies that hinder the enforcement of immigration laws and the coordination of information between state and federal officials. I believe Pennsylvania needs to be on the right side of this issue. That’s why I’ve proposed legislation that would put a constitutional amendment before the voters that, if passed, would permanently bar illegal immigrants from getting driver licenses in the Commonwealth of Pennsylvania,” said Scheuren. “It is not enough to have this provision in our current law, as it could be changed in the future. By posing the question to our constituents, they can vote on whether they want their communities and roadways to be safe and secure, and for the number of fatal or crippling accidents involving illegal immigrants to be forever reduced going forward."

As a constitutional amendment, House Bill 927 would have to pass both the House and the Senate this session and next session, before appearing on the ballot to be approved or denied by the voters of Pennsylvania.
